2/8 No Soliciting

All I did new today was drive a random way home after my daughter's piano lesson.
Upon entering the neighborhood there is sign proclaiming the community's name and the words "no soliciting".
I wonder - is that a threat or a promise?
And would said warning be the impetus of moving into that particular neighborhood? 
"Oh, honey! Let's move here, no soliciting!"
Is that a selling point?
